Vertex thinning at young age with straight thick hair and short length?

Is this balding? Possible vertex thinning at a young age despite having thick straight hair with plenty of hair density elsewhere on the head. The length of the hair is short to medium. Picture taken in strong lighting conditions, which can make it look like balding is taking place.
