How do I comb my hair forward?

Hello, I have my hair on a side right now and I want to start growing/combing it forward to achieve this type of hairstyle (I would send an image but I can't, it's the typical forward hairstyle with a fade).

At the moment my hair is something like wavy with a fringe to the side (again I would post an image but I can't) and everytime I try to comb it forward, it always goes back to a side.

Some people have recommended me to shave my hair and then start combing it forward so it grows in that way but like 3 weeks ago I cut my hair off (didn't shave it completely and still some fring since I have a big forefront) but it still grew again to a side.

What should I do?
